You’re right. I deleted a comment I wrote earlier because I thought I read that wrong but yep, that is across states, not per states. Yeah, the numbers are just half-ass bullshit. Ineffective by design. It’s how he approached building the wall. What they did was a con job, poorly implemented, failing by definition, the work of charlatans.
