    The problem is two-fold:

    1. You can’t afford flood insurance if your lender doesn’t require it which would have lowered the purchase price.

    2. If your land was declared a flood zone after you bought it, you’re fucked if you have to add on the insurance.

    The result is a lot of places that should be declared a flood zone, are prevented from being accurately labeled as such by the very people who live there or more accurately who own the property.

    For that and many reasons it’s not as easy as blaming the homeowners for living there.
